Emergency Systems Survivability Assessment (ESSA) is a technique to assess the survivability of HSECES to perform its design intent during major accident event.

The overall aim of an ESSA is to:

  • Identify HSECES for given facility / installation which contributes to emergency management;
  • Determine the vulnerability of these identified emergency HSECES systems and its sub- components against each identified Major Accident Hazards (MAH);
  • If vulnerable, determine whether emergency systems are fail-safe or not;
  • If not fail safe, determine whether redundancies are available for emergency systems; and
  • Consider additional risk reduction measures for emergency systems that are vulnerable, not fail-safe and have no redundancies.
