Pre Start-up Safety Review (PSSR) is a systematic and structured process that is intended to provide assurance that all new or modified facilities are constructed in accordance with the relevant design specifications.
The objective of the PSSR process is to verify the following:
- Construction and equipment are in accordance with design specifications;
- Hazard analysis and risk assessment has been performed for the new facilities/intended change and recommendations from the hazard analysis are implemented or resolved;
- HSE, operating, maintenance, interface, coordination and emergency procedures are in place and adequate; and
- All necessary training has been completed for relevant personnel.
- The PSSR provides a final check for new and modified equipment/facilities to confirm that all appropriate HSE elements have been addressed satisfactorily and the facility is safe to start up.
