Health, Safety and Environment Impact Assessment (HSEIA) is a systematic process of identifying hazards/impacts and adequate control measures to ensure that risks are managed to As Low As Reasonably Practicable (ALARP) level to safeguard people, protect environment, prevent property damage and maintain reputation, facilities and operations.
HSEIA is to ensure that the HSE hazards/aspects have been systematically identified, inclusive of relevant risk/impact classification (e.g. High, High Medium, Medium and Low) in accordance with principles that are compatible with those provided in relevant ADNOC HSE Standards.
- That all potential or actual (for an existing facility/operations) Significant (adverse) Environmental Impacts have been identified, suitably analyzed and assessed for significance (exceeding environmental limits). It shall be demonstrated that relevant control, mitigation and recovery measures are incorporated into the design (for projects), or are being implemented (for existing facilities or operations), or that a suitable plan exists for implementation.
- That all applicable Social Impacts with respect to surrounding public facilities and communities have been identified, suitably analyzed and addressed adequately. It shall be demonstrated that appropriate actions for community engagement and protection of social environment have been implemented or that a suitable plan exists for implementation in accordance with ADNOC Environment Impact Assessment Standard.
- That all Major Accident Hazards have been identified and suitable control, mitigation and recovery measures are proposed, engineered and are implemented. It shall be demonstrated that operations can be achieved within the ADNOC quantitative criteria and ALARP levels shall be demonstrated in accordance with principles in ADNOC COMAH Standard.
- That all High & High Medium Occupational Health Risks have been systematically identified and suitable actions to mitigate these risks and to protect employees from these risks have been, or will be, taken in accordance with ADNOC Occupational Health Risk Management Standard.
- That there is an implementation plan that shows how the control, mitigation and recovery measures for Significant Environmental Impacts, Major Accident Hazards and High, High-Medium Occupational Health Risks will be implemented and managed throughout the facility lifecycle.
- That Medium and Low Risk Hazards – will be managed and controlled via the Group Company or project/site/operations specific HSE Management System and associated HSE Systems & Procedures.
- That Emergency Response Plans (on-site and off-site where necessary) in relation to Major Accident Hazards have or will be prepared or updated based on credible emergency scenarios, with the necessary stakeholder consultation.
