PHSER involves reviewing the HSE aspects of a developing project from conception to post-commissioning including decommissioning of the facilities in order to determine any shortcomings or non-compliances.
PHSER-1 shall be conducted at 80% of the conceptual design stage. The scope of PHSER-1 may be reduced if the project site is established and COMPANY has previously used the similar process or technology (for e.g. additional identical process train, etc.).
PHSER-2 shall be conducted at 80% of the FEED stage when the project requirements, process design and project technical specifications are sufficiently firm and in time for key findings to be available to the project team for resolution. The timing of PHSER-2 is crucial to ensure that all HSE related hazards have been identified and control/mitigation measures have been planned.
PHSER-3 shall be conducted at 80% of the Detailed Engineering Design Stage around the time when the system designs are completed, engineering finalised and plant specifications and drawings such as P&IDs Approved for Construction (AFC).
PHSER-4 shall be conducted at 50% of the construction stage, typically soon after commencement of significant construction at site. For projects in which the majority of construction takes place during a turnaround, it may be practical to combine some aspects of the construction stage PHSER with the commissioning stage PHSER.
PHSER-5 shall be conducted at 90% of the construction stage before commissioning. It shall cover the final aspects of construction stage and ensure that all agreed HSE related issues have been fully addressed before commissioning.
PHSER-6 shall be conducted between 1 year and 2 years after the facility has been in operation and first Operation Phase HSEIA has been completed and technically approved by GC CHSE. It shall discuss the key HSE aspects related to the continued operation of the facility. It shall ensure that all HSE issues are identified, plans are established for mitigating HSE risks during continued operation and programmes are developed for managing long term HSE concerns and emerging risks. It shall also ensure that actions from Operation Phase HSEIA are being addressed.
PHSER-7 shall be conducted at 50% of the decommissioning stage (For certain decommissioning projects based on activities and feedback from GC CHSE, PHSER can be carried out in two phases i.e. first prior to starting work and the second at 50% progress.). It shall ensure that all HSE issues related to decommissioning operations have been identified, plans have been established for mitigating HSE risks, and programmes are developed for managing long term HSE concerns.
